running at 100 % cpu

Just installed a 80 gig 5400 rpm hd. I'm running windows
xp Professional 256 ram, 950 mhz processor.
My cpu is constantly running at 100%. Do you anyone have
a solution?
 
Locate the offending process first.

Click on the processes tab then click on the CPU column header to sort by
CPU usages. You may have to click it again to sort in the order of your
preference. Take note of what process is bogarting the CPU. It is normal
for System Idle Process to have high number. If there is some other process
that is constantly in the 90s, that's your offending process. What to do
then? That depends on what process it is, so post that back here if you're
not sure.

For what it's worth. I am/was running a program called CPUIdle Pro. It's
supposed to help make the CPU cooler by send HALT commands (I beleive) when
the cpu is being Idle. when doing the above, IT was the process showing 98%
of my CPU usage, and my cpu usage was showing a total of 100% between this and
all other stuff running in the background. When I killed it, CPU usage went
down to 5 percent.

Isn't Window's System Idle Process the same as these software CPU coolers?
I thought that since Windows 2000, this System Idle Process did the same job
as CPU cooler software....
