running a server with custom shell

I'm trying to build an XPe image with my own custom shell and have a server
listening on a specified port. I've got my image built, my custom shell runs
the way I want it to, I can get my server to start up and run, BUT I'm not
able to connect to it from another computer on the network.
There isn't any errors with the server not working properly. I'm able to
use the network from the XPe machine, I just can't receive any incoming
connections.
I have the XPe image set to have a static IP address.
I've got the Network Command Shell, Network Command Shell Interface Context,
IP Router Monitor Library components installed along with various others and
their dependencies.

If I include Explorer shell, I'm able to communicate with my server just
fine on the XPe machine, but switch to my custom shell and no luck.

Does anybody have any suggestions for me on components to include or any
special settings that I need to include?

I figured out my problem. It was windows firewall that was blocking the
ports. I didn't realize there was extra configurations for it in the TD.
