rundll32.exe

I recently updated my drivers- now, when I try to install any program from my cd drive, the cd just spins, and when I try
to exit/eject, the message "rundll32.exe is not responding" shows up.
I have tried everything I know, and I do not know what the solution is- even restoring to an earlier date is not helping.
rundll32.exe is on my hard drive, but how do I get the cd to recognize where the file is located?
Please help!
