runas and explorer.exe don't work

I'm running the runas command correctly, and it says that its attempting to
run explorer with (e-mail address removed) but it never runs. Does anyone know why?

Hello,

AFAIK explorer.exe is the shell and can't be run as different user.
 
So, the runas command is trying to run a new shell, instead of just running
Windows Explorer? Is there a way around this?
