Run MSCONFIG a limited user?

I'm sure this has been discussed before, but I can't find it in
Google. I'm able to run MSCONFIG just fine as administrator, but I
can't run it as limited user. The message is "An access denied error
was returned while attempting to change a service. You may need to
log on using an administrator account".

But I'm pretty sure I've previously run MSCONFIG as limited user. Is
my memory wrong, or is something wrong? I've run a full virus scan
and I'm clean; I've looked at services.msc and nothing looks
suspicious; also as I say I have no problem running MSCONFIG from an
admin account.

What do I need to do to run MSCONFIG from a limited account, or is my
memory false and in fact I've never been able to do that?
