Run Disk Defrag as normal user?

Hello all,

In windows XP it seems only an account with admin rights can run the disk
defragmenter tool. I'm not sure why that is as it is an essential
maintenance tool. Basically my company send machines outto external staff
but for obvious reasons does not want to provide them with the admin
password.

Is there a way (tweak)? that we can make to enable normal or power user
accounts to run disk defrag?

I'm not certain on this, but I think it is covered by 'Perform volume
maintenance tasks '. You can set that to be available to Power users by
running gpedit.msc looking in
Windows settings - Security Settings - Local Policies - User rights
assignment
In the right pane, double click the line 'Perform volume maintenance
tasks', and use Add to add Power users
 
I believe that only Admin users can do certain things like defrag.

Certainly that is true on standard settings. I think it possible though
that the 'perform volume maintenance' may include it, and it may by
using that be possible to permit it to Power users. But I am mot in a
postition where I can conveniently test the point
