Run command??

If I log into the workstation as admin locally I cant get the run command in
the start menu, but if I log into the domain with admin I do get it. How do
I get it to come up locally? I couldnt find it in the local policy or in
control panel. Any suggestions?

<Group Policy windows opens>

navigate to
User Configuration
Administrative Templates
Start Menu & Taskbar

rh pane option

"Remove Run from the Start Menu"
by default it is set to not configured, either that setting or
"disabled" should display the option.
