Run As screen keeps popping up

Everytime I boot up oropen a new application I keep getting this screen that
says "Run As" at the top. It asks two questions.
Both have a check box.

1. Which user acount do you want to use to run this program? ( lists my
acccount
name)
Protect my computer from unauthorized activity.

and

2. The following user . (Has space for logon and password).

Question #1 is always checked and I have to uncheck it to run the
application. How do I shut this down. It is driving me crazy. Any help is
greatly appreciated. Thanks

press start, then run, then put in the box "msconfig"

Then select startup and look for the app.

Looked in startup under msconfig and there is no app "Run as" to uncheck
