'Run As' annoying problem , Need HELP, How do i disable/remove it.

I have just started getting a box pop up every time I go to use an
application/program on my PC.
It says

Current user (my user name)

Protect my computer and data from unauthorized program activity

This option can prevent computer viruses from harming your computer or
personal data,but selecting it might cause the program to function improperly.

It has only just started happening and it is really getting on my nerves.
I would be really grateful for any help in stopping this thing popping up
every time I want to use something.
I am running XP Home with SP1 .
I have noticed some windows updates relating to SP2 installed on my PC , so
I don't know if this has anything to do my problem.

If you are Limited user, the dialog will appear.

Hi Thanks for the reply
I followed the instructions but I do not have the registry entry :
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\Explorer
The explorer folder is missing .
Any ideas?
