run as administrator

Hi.

There are 2 computers that have Windows Vista installed. We have an
application that downloads templates from a website to a folder on the local
drive. On computer "A" I have to "run as administrator" when opening the
application so the template is saved to the local disk. On computer "B" I do
not need to select "run as administrator" for the templates to save.
Computer "A" was purchased with Windows Vista pre-installed. Computer "B"
has a free Windows Vista upgrade from Windows XP. Is there a setting in
Windows Vista so computer "A" can save templates without selecting "run as
administrator"? Why does computer "B" save templates without selecting "run
as administrator"?

Any suggestions why on the second computer the same application running on
Windows Vista 32 bit does NOT require "run as administrator", but on the
first computer (with same Windows and application) does require it?

UAC is turned on at both computers and the built-in administrator account is
disabled on both. Is it possible that because the second computer was an
upgrade from Windows XP the user "John Williams" may be a built-in
administrator also? How can I determine that?
