Rules Wizard

HELP!

I just installed Win2K, and reinstalled all my Office
programs. The Rules Wizard has disappeared from Outlook
and I can't seem to get it back.

The MS Knowledge base has a very short 1 line procedure
that doesn't work either!

How do I activate the rules wizard?

1. What version of Outlook/Office?
2. Do you have a mail account installed?
3. Are you in a mail enabled folder when looking for the Rules Wizard?

the (insert latest virus name here) virus, all mail sent to my personal
