rules wizard not working Outlook2002

OL2002: "The Command Is Not Available" Error Message When
I try to Start the Rules wizard.
I found exact error message using MS Knowledgebase but
the fix applies to out of office assistance (article -
327353).
I have unintalled reinstalled did a repair to no avail.
Please help. thanks.

I had the same thing and couldn't find the answer online anywhere.
Here is what fixed mine. Under the help tab there is a button that says
disabled items. Go in there and enable whatever is listed.
