Rules Wizard - moving twice instead of once

I'm seeking help with the rules wizard in Outlook 2002.

I have a very successful rules list which is handling 99%
of spam emails coming to my account. Once a 'target'
email is found it is moved to a 'scrap' folder which I
then manually check before deletion, to try and ensure
that all my rules are working.

The problem is that my rule which handles content in the
bodies of emails is actually moving the spam email twice,
eg the same email may contain a match for both "amazing
offer" and "unsubscribe" within the same rule and it thus
gets moved twice instead of once. Is the only solution to
create hundreds of individual rules instead of the one
rule?
