Rules wizard is missing!

Has anyone come across anything like this before? I've
recently reinstalled Office 2000 and now the rules wizard
has disappeared - it's not listed in the tools menu and if
I try to apply rules using the 'Organize' option, I get an
error message that says "The message interface has
returned an unknown error. If the problem persists,
restart Outlook."

Any insight would be greatly appreciated!

Please let me know if you found a fix for the missing rules wizard....I can't stand all the spam on body part alterations! Thanks
