Rules Problem - Filtering on Header Fields

I just signed up for Yahoo Plus mail and they allow you to create extra
disposable accounts and also to retrieve your email with POP3. If you
examine the headers of mail sent to a disposable account, the first line
says (for example):

X-Apparently-To: (e-mail address removed) via 216.136.175.157; Sun, 08

I tried writing a rule to move mail to a folder by specifying:

X-Apparently-To: (e-mail address removed)

should appear in the header. Also, I specified for the mail to be moved to
a folder and to stop processing rules.

This seems to work on maybe 5% of the emails. The rest are processed by a
later rule that says to move email from the Yahoo account to a different
folder.

Am I misunderstanding what the rule that examines fields in the header does
or is this a bug in Outlook 2003 (I HAVE Office 2003 SP1 installed).
