Rules for non-Inbox folder?

Is it possible to create a rule that runs on a non-inbox
folder only? In this case I want to permanently delete
some messages from "Deleted Items".
 
No. You can use the rule setting to "permanently delete" but be careful.
Once deleted, it is gone.

You can also set your Outlook to delete upon exit.
(Tools->Options->Other->Advanced.)

account will be deleted without reading.
