Rules doesn't work

Since partway through my use of Outlook XP and now with 2003, the "rules &
alerts" does not work. When I click on the button a window flashes for an
instant on my screen but nothing happens. If I put the button in the toolbar
it is gray.

Are you in a mail folder when you see the toolbar button grayed out?

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
