RULES - Confused about firing order??

Outlook 2000 / Exchange 2000

I have a user who sifts incoming email to specical folders based on email
content.. For some reason, let's say the firsrt rule says to move email to
folder A if it finds a particular word will always be superceded by the
final rule which is sort of a catch all. I have run many tests and sure
enough even if the first criteria is met and the email is supposed to be
moved, when the last rule hits, it moves the message. What the heck is going
on??

Are you using the Stop Processing More Rules action in the previous rules?
