Whenever I try to use Rules and Alerts I get the error message that this
feature is not available as I use Outlook through my Hotmail account. How can
I rectify this?

We are to GUESS as to *which* version of Outlook that you have?

The unidentified version of Outlook is telling you that you cannot use
Rules and Alerts on an HTTP account type. My guess is that you
installed the Outlook Connector add-on to gain HTTP/Deltasync access to
your Hotmail account. To use rules, you will need to define a POP
account to access Hotmail. If you switch to POP (which means losing the
IMAP-like Deltasync access to your Hotmail account), you won't need the
Outlook Connector add-on anymore.

Outlook (any version)
- HTTP/WebDAV is going dead around September (if you still have it for
your Hotmail account).
- HTTP/Deltasync is not directly supported in any version of Outlook.
- POP/SMTP access works.

Outlook 2003/2007
- HTTP/Deltasync provides IMAP-like access to Hotmail accounts.
- Requires Outlook Connector add-on to provide Deltasync support.
- POP/SMTP access works.

Rules are:
- Not usable with HTTP accounts.
- Usable with POP & Exchange accounts.
- Not sure about IMAP accounts in whatever is your version of Outlook
(OL2002 doesn't let you use rules with IMAP account types).

For Hotmail services:
- There is no IMAP access.
- The Outlook Connector add-on gives Deltasync support which gives IMAP-
like access.
- POP/SMTP access available for free and paid accounts.

You can't; Outlook rules simply do not work for Hotmail accounts.
You can set rules via the Hotmail interface though (albeit limited to moving
only).
