ruler won't display in print view document layout

Under Tools --> Options --> View, I have checked the box Vertical ruler (Print view only) and under the tab Tools --> Options --> General I have uncheck the box Provide feedback without animation.

And the rulers still don't display. This is most frustrating because I can't see my tabs, etc. Can anyone help me?
 
While in Word, Go to VIEW and check the Ruler check box...this should turn both the side and top ruler on.
