The horizontal ruler goes away when Word is closed. One must select it again
from the View menu. Is there a way to ensure that the rules is on (assuming
the user in the in the correct view, such at Printer View. Co-worker is
getting crankly about this.

What version of Word is this? In Word 2007 and 2003, when you open Word, the
ruler state should be the same as it was when you last closed Word.

Are you encountering this problem on multiple computers, or just one? If
just one, then the likely problem is the Data registry key. When Word is
unable to remember settings such as this one, a corrupted Data key is the
usual cause.

I would try renaming or deleting the Data key to see if it cures Word's
amnesia. In Word 2003 and 2007 respectively, the data key is located here:

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Word\Data

HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Word\Data
