Rule to search within body of email and move mail to folder not working

I'm using Outlook 2003 sp2 and XP professional. I have open both my
personal mailbox and the NEWSLETTER mailbox, which receives unsubscribe
requests, bounceback error emails and Out of Office replies.

The Out of Office replies get sent with the subject line of "OUT OF
OFFICE" and the rule I created to permanently delete these works just
fine. In fact, ANY rule I write that searches for words in the SUBJECT
line works fine.

The problem I have is the bounceback error emails. I get two types
that can only be distinguished within the body of the email. One says
"Could not deliver the email in the time limit specified". The other
says "(e-mail address removed) address could not be found on the server -
either the account no longer exists or the subject has moved". The
first message I want moved to a folder named DELAYED and the bad
address emails I want to leave untouched in the Inbox.

I've tried creating a rule that states:

Apply this rule after the message arrives
and with time limit specified in the body
move it to the DELAYED folder

The rule does not work.

My Help Desk personnel seem to think it's because the emails originate
from an account called SYSTEM ADMINISTRATOR and that somehow they've
been told that those types of emails can't have rules run on them. So
far I have not been able to find anything online that corroborates that
claim.

I've noticed that others have asked about this, but have been referred
to SPAM solutions that just don't apply in this case.

My understanding is that many NDRs don't really have bodies, but are
generated by the client based on the rejection error condition. They're not
ordinary messages.
