Rule to Forward To and Cc?

Is it possible to create a rule which would (based on given criteria) forward
messages To one person and Cc another? Or would this have to be created as a
custom rule using VBA?

Correct, there is no way to specify a CC when using the forwarding rule.
Custom VBA would be the answer indeed.
