Rule to forward email to another account working inconsistently

I am using Outlook 2000, running on XP professional.
I have set up a rule to forward all messages that arrive in my inbox to
another email address. The rule only appears to work when I am logged into
outlook as at all other times none of the emails are forwarded.
Can anyone help me out?

Well it's fairly obvious isn't it? Outlook only receives email when it is
open - therefore this Rule will only work when Outlook is open.

The server still receives the messages. Do the rules not run on the server?
