rule bash.exe

Anyone know anything about rule bash.exe? It randomly
appears on my computer in Program Files under the folder
mealaxisize. I delete it but it keeps coming back. I think
it might be why I get pop-ups even when IE isn't open. I
have installed SpyBot and CWShredder - it got rid of stuff
but it seems like I need to run it every hour to keep
catching things.
Please help!
