RTM = Retail?

No, not at all
RTM = Release To Manufacturing (Manufacturer)
That applies to all versions, Retail, OEM, Volume License etc.

RTM means exactly what it sounds like, the product is finished and is now
ready to press to CDs and otherwise distribute.

Retail is simply one of the many types of Windows licenses.
Or
Retail is one of the many ways Vista will be distributed.
 
Yes, it means it will soon be available in retail stores:
Windows Vista RTM will be released in two phases: Businesses November 13th,
MSDN November 17th.

Consumer (retail), OEM - January 30th.
