rras doesn't route from a server in the same site as rras

After chaning rras to a new server I can ping remote sites from the rras
server but not from other servers in the same site as the rras server. Route
print on rras server looks like this

Notice that the Interface column has incorrect information. The server that
produced this "route print" has two nics. The lan interface is 200.200.200.4
mask 255.255.255.0 and a wan interface of 216.37.85.222.

I have uninstalled rras and reinstalled without any improvement. We have
installed rras perhaps 100 times beginning with NT4 version. But we have
never seen this symptom.

Any ideas how to correct this condition?
