Craig;
Follow ALL the steps anyways, little of what you say proves Blaster is
not involved:
http://www3.telus.net/dandemar/blaster.htm

Then follow this:
http://www3.telus.net/dandemar/Slowcom.htm
Especially steps #1 (scan for viruses online), #5 and #6.

If the problem still persists, perform a Repair Installation:
Repair Installation:
http://www.dougknox.com/xp/tips/xp_repair_install.htm
Windows Updates will need to be reinstalled.
Data should be safe, back-up important data just in case.
Install Service Pack first and by itself.
Then install ALL Critical Updates no more than 4 at a time,

Disconnect the network/modem cable before starting repair and do NOT
reconnect the cable until repair is completed and firewall is
installed/enabled.

to keep ur comp from constantly restarting so u can get rid of the virus, and it is the blaster virus, (its known by other names besides msblast.exe), goto the run box and type SERVICES.MSC /S. scroll down till u see "remote procedure call" and remote procedure call locater" right click on each, choose properties, goto recovery tab, and in all drop down windows, choose, "take no action". this will cease the auto restart problem. exit all, update ur virus definitions, then go back to run, type MSCONFIG, when the window pops up, choose restart in diagnostic mode. when u restart ur computer, load your av and do a full system scan.
