RPC Access Denied

I've got a domain controller of domain X attempting to do a RPC call on a
windows XP Pro SP2 box also part of domain X. No matter what I seem to try
I receive an 0X05 (access is denied) error code. I've tried numerous
(supposed) solutions found on various sites without success. These have
included enabling the "restrictions for unauthenticated RPC Clients" to
"none". Disabling the firewall. etc.

Can someone provide some authoritative concise advice on resolving this issue.

Verify that you can ping that domain computer by name and IP address. Also
check the server service is started on it, that the IPC$ share exists, and
run the command net config server to see if that looks good or not. You can
use the command net shares to verify if the IPC$ share is present. Leave the
Windows Firewall disabled on it [assuming it will not put it at risk] until
the problem is resolved. Check the system and application logs for any
error/warnings that could be related and reboot it if it has not been
restarted recently. If problems still persist try running the support tool
netdiag on it to see if anything is found, including an ipsec policy
assigned, that could explain the problem.
