rows 4-15 will not scroll

I have a spread sheet that I'm working on and rows 4 -15 will not scroll with
the rest of the data in the spreadsheet. I haven't been able to fix this.
Thank you for your help.
 
Have you looked at the Windows menu?
Does it give you the option to Unfreeze panes?
Does it give you the option to Remove split?
Do you have more than one window open on the same worksheet?
