My RRAS server is behind a firewall. I would like to make sure that all
packets are passed through the RRAS and none are dropped. Is there a way to
set this up? Currently I cannot ping any of the internal IPs from the
firewall.

we need more information to help.Since you want all packets are passed through the RRAS, I am assuming the RRAS has two NICs and enabled NAT. If this is the case, check the NAT settings.
