Routing and Remote Access failure - Error 3604

The RRAS service is failing to start on multiple machines.

The error message is:

The Routing and Remote Access service terminated with service-specific
error
3604 (0xE14).

I have been unable to find any useful information on microsoft.com.

I have enabled tracing and the problems seems to appear in IASSDO.LOG:

Error in Machine SDO - InitializeSDOSchema() - Could not initialize
the IAS data store...
Error in Machine SDO - GetServiceSDO() - Could not initialize the SDO
schema...
<end of log file>

Can anyone help?
