Rolling over the icons does not show information.

In Excel when I roll over the icons or buttons in the toolbars the box
displaying the information about the icon or button does not appear. Is this
a function that can be turned on and off?

From the Excel main menu:
<tools><customize><options tab>
Check: Show screen tips on toolbars
