Our department recently updated a windows 98 PC to Windows
2000. We have tried downloaded drivers from windows and
originators site but we still get the same message
"Device Cannot Start Code 10"
Short of tearing our what little hair I have remaining is
there someone out there who can help?

Have you tried http://www.driverguide.com yet?

You should manually clean the registry or use an uninstaller from
'Add/Remove Programs', then install W2k driver. It'd be better to uninstall
the modem before upgrade but I bet nobody runs 'winnt32 /checkupgradeonly'
or checks the HCL until the real trouble occurs.
Maybe, you would want to buy a suitable hardware modem.
