Is there anyway to make roaming profiles also copy the "LOCAL SETTINGS"
folder inside the profile?

Use a logon script to remove Local Settings from the ExcludeProfileDirs Value
Name at "HKEY_CURRENT_USER\Software\Microsoft\Windows
NT\CurrentVersion\Winlogon"
