I only had a small network running active directory
win2k3svr and 2k.

Now the size is increasing with more OU's beign added.
How do i make a user login and be ristricted to the
required OU?

I also want to delegate administration on each individual
OU..can this be done?

Yes this can be done with Delegate Control Wizard.
