Right side taskbar icons not hiding anymore :o(

The icons on the right side by the clock are all showing all of a sudden.
The arrow that moves over them to hide them is gone. I have the "hide
taskbar icons" button checked. I haven't turned it off. I haven't been able
to do a successful system restore to get it back. Any suggesions? Thank you
very much in advance.

If the system has been 'cleaned up' or you reset the Hide Inactive icons and
then turned it back on, it takes awhile for the Icon to reappear.
