Right-click---save target as---grayed out

I think I need to repair my IE program because the "save
target as" and some other choices with right-click are no
longer active. For some time I had been running
on 'selective startup' because my system would lock up
after just a few operations. It was during this time the
problem began. I scanned the disc for viruses and was
then able to boot in normal startup but the 'save target
as' issue prevails.

Any clue? Can I re-install XP without losing data? or can
I fix IE? Thanks,
