Save Target As does not work at all

I am unable to use the Save Target As command when I right-click on links on
the web. I know it has to do with my computer because every other computer I
have used is able to do this on the exact same sites I have tried it on. Some
sites even tell me that is how I need to access files but I still can not
Save Target As. Can anyone help me with this one please?

If the website is in your Restricted sites zone, you will not be able to
download files.
