Since you haven't got an answer yet, I can offer
a couple of ideas. But I think they're longshots:
1) Open access.cpl in the system folder. (It may not
display in Control Panel.) Disable everything. The
accessibility options can be accidentally activated,
resulting in strange behavior.
2) When right clicking, shell extensions may be activated.
A faulty one might do what you see. Is it with all files?
The folder background? Particular extensions? Shell extensions
on the right-click menu are listed under the first divider
line. They're in the Registry under:
HKCR\~\ShellEx\ContextMenuHandlers
(Items at top are coming from HKCR\~\Shell.)
In this case ~ could be * for all files, or Folder or
Directory for folders. Or it could be under one or more
file class names. It *can* be under the extension, but
more likely will be under the class name. In other words,
HKCR\.txt default value: "txtfile"
Shell extensions specifically activated for TXT files would
then be listed under:
HKCR\txtfile\ShellEx\
You can test by just exporting the ShellEx key and then
deleting it. If that doesn't solve the problem you can
re-import the key from the saved .reg file.
