right click on e-mail produces no response.Don't know what to do.

I have a new dell computer with the 2003office. after I open outlook,
sometimes when i right click on an e-mail to edit, delte, etc, no box of
options open. There is only a faint outkline of a shell. the top tool bar is
also not working. Other times it open and runs fine. This is very annoying
 
What happens if you reboot?
