Right click does not work on start menu

I don't know why, but for some reason, I can't use the right mouse button on
any of the items on the start menu. Also, in the area where you can pin
different programs, I can't seem to change their positions. Thanks for the
help.
 
Enable the "Enable Dragging and Dropping" Option in your Start menu properties. Follow these steps:

For Classic Start Menu
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Enable the option "Enable Dragging and Dropping."

For New Start Menu
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Click "Advanced" tab and enable the option "Enable Dragging and Dropping."
