Ribbon in Outlook 2007

How do you enable the ribbon interface in Outlook 2007? It seems to be using
a classic Outlook menu. I get a ribbon when I compose an email.

Because they didn't had the resources to do that for this version; they have
designed 19 windows in Outlook with Ribbon support for this version.

Not really, research takes time, money and other resources. If they don't
have the resources to do it right they'd better not do it at all. I say;

Just to add to this: Access, Excel, PowerPoint and Word have ONE ribbon
each. Outlook's 19 ribbons took resources to create than the ribbon of
any other application.

Well they might have well done the 20th :) Seriously, if there are 19
ribbons in there, lack of resources doesn't seem like the real reason.

Believe it or not, but Microsoft has limited resources. Office 2007 is
full of examples of that (e.g. the new WordArt exists only in Excel &
PPT, while Word itself uses the old WordArt. The reason for this is that
the Word team decided to spend some of its limited resources on other
things, e.g. Equations, Bibliography stuff, etc).

Yes, and there are limitations to what they can do as well. As much as you
might have wanted to; they are not almighty. They are currently researching
what other applications might benefit from using the new Ribbon style
interface.

Well there are things filtering through that turn them off so who knows :)

One thing with ribbons that kind of annoys me is there are a handful of
toolbar icons that I use all the time in Word (okay so we're in Outlook but
you get the idea) like the "show/hide formatting" toolbar icon. I find it
frustrating to have to select the Home ribbon just to get this back. Is
there a way to make toolbar icons visible all the time?

Sure; use the Quick Access Toolbar or the keyboard shortcuts. In this case
CTRL+SHIFT+8
