Reviving socket A machine XP 1800+

I have a older Shuttle AK35 board and AMD1800+ that stopped posting. Changed
the bulging PS caps to no avail so I'm throwing in the towel and getting a
new MOBO and processor. I'd like to keep costs down so I'm replacing the
bare minimum.

I quickly found out that technology has moved on since this system was
bought and you can find much in the way of socket A mobos except on ebay.
Even then the choice is limited to some problematic board brands.

Heres what I have

Antec case with 300W power supply with ATX and P4 conector
3.3V @ 20A; 5v @ 30A, 12V @ 15A; -12 @ .6A; -5 @ .5A; +5SB @ 2A

Windoze XP SP2
512MB PC2100 RAM X 2
TV Card
Turtle Beach Sound Card (needed for speaker building software)
AGP NVIDIA FX5700 ultra video card
PCI data acquisition card.
WD 80GB 7200RPM UDMA HDD
Floppy
UDMA CDR

Heres what I'm looking at for replacing the Shuttle and XP1800+

NewEGG stuff:
ECS 755-A2 v1.0 Socket 754 SiS 755 ATX AMD Motherboard - Retail

AMD Sempron 64 3000+ Palermo 1.8GHz Socket 754 Processor Model
SDA3000BXBOX - Retail

I only need the machine to be up and running again because the original
speed was fine as a netrunner machine.

Will this combo work with PC2100 ram? I know it will slow the processor
down but would it still be at least as fast as the orignal 1800+?

Is the power supply sufficient?

The PSU should be fine because I've run almost the same setup with a
300W with a slightly lower +12V rating, 13.5A, but if you ever add a
fast graphics card or more drives, you'd better get something that can
put out more amps @ +12V because the newer mobos use +12V for CPU
power. However Antec PSUs that old (newer 300W Antecs put out 18-19A @
+12V) are known to develop bad capacitors, just as mobos do, and I had
to replace a couple in my 300W Antec almost two years ago.

I'm not sure if the 755-A2 v. 1.0 mobo supports suspend-to-RAM, but
there's also the ECS nForce3A that does. I don't remember if either
mobo allows the RAM bus speed to be slowed without slowing the CPU bus,
but if they do, you probably won't notice any slowdown.

Are there any Fry's Electronics in your area? They have a good
mobo/CPU deal about every 2-3 weeks, and I think they offer them at
their website as well (www.outpost.com).
