Reuse windows

On the Internet Options screen, the "reuse windows for launching shortcuts"
is NOT checked. Yet, when I click on links contained in an email (Outlook
Express) a new window does NOT open, and the clicked link appears in a
window that is already open. (Very annoying)

Is there any other way to control this function?
