Reuse IE Window

I just got Office 2003. Everytime I open a link in Outlook, a new browser
window opens even though the "Reuse windows for shortcuts? box is checked in
IE. IS there any way that I can use the same IE window with Outlook 2003?

I believe that is the way Outlook 2003 now works and it cannot be changed.
