Retract emails that have send out

Yes to internal, provided the recipient hasn't opened it yet. Open the
message in your Sent Items folder and click Tools>Recall this Message. You
can't recall an external message and I don't believe you can recall an
internal mesage that already has been read (although it wouldbe easy enough
to try).
 
No, and even in an internal organization it would require interaction of the
receiver. Just send a mail which says to ignore the previous.
