Retaining windows settings

How do I set in Windows 2000, SP4 to retain all windows
settings such as position and size so that after closing
them, upon reopening they will look the same for all apps,
and Windows Explorer, etc ?
 
About the only way to do that is to set them ALL to Full screen or
Maximize. Each app stores it's own settings independently.
