Retail and OEM Licenses: How do They Mix?

If I own a computer with an OEM version of Windows 98, and install a retail
XP Home upgrade, am I allowed to transfer XP to a different computer?

You can transfer retail Windows XP (upgrade or full) all you want as long as
it is only installed on one computer at a time.

But Windows 98 is OEM.
Normally OEM is permanently tied to the original computer regardless the
condition of the original computer.
