Install XP Home UPGRADE over Windows 98 OEM License

Can the windows XP home upgrade be installed over a licensed copy of windows
98 OEM licensed version or does the windows 98 have to be a retail version.
I could not find this in the knowledge base.

It does not have to have been a retail edition. The Win98 installation can
have been from OEM, retail, or from a restore cd. The XP Home, however,
must be from a retail edition. An XP Home OEM cd does not have an upgrade
installer on it.
